The Water Temple in The Legend of Zelda: Tears of the Kingdom can become confusing because the main objective is not simply about reaching one final room. You need to activate several water-related mechanisms, and the temple's floating structure makes it easy to lose track of where the remaining objectives are.
If you have already activated some of the temple's water wheels but cannot find the next one, the first thing to do is look for the yellow objective markers. The temple's layout becomes much easier to understand when you stop treating it as one large structure and instead identify each individual mechanism.
One common sticking point is reaching platforms that appear too far away. This is where the low-gravity environment becomes important. Link can jump considerably farther than normal, so don't always assume that you need to build a vehicle. Jumping, gliding, and using the nearby floating bubbles can often get you across gaps.
The bubble generators are particularly important. When a bubble is moving toward another platform, Link can use Recall on it to reverse its movement. This can provide a route back to areas that initially appear inaccessible.
